  About Us

RHJ-JOC, Inc. is an Engineering Procurement Construction Management (EPCM) company that brings client focused solutions to the local and federal market. We are uniquely qualified to bring client focused solutions because of our relentless pursuit of "Best Value." Best Value is our brand it is the focal point of every project we are involved with.

We obtain a competitive advantage by demonstrating "Best Value" for each client in the contract award selection criteria vs. low bid selection criteria. Our "Best Value" brand is derived from the following strategies:

1) Know the client's goals
2) Develop tailored solutions to address their unique procurement goals and public relations objectives
3) Engage the local community with public outreach programs
4) Establish partnering agreements with respected local businesses
5) Subcontract at least 80% of the work to local businesses
6) Target sheltered market businesses as subcontractors and suppliers
7) Strict compliance with ISO 9000 and ISO 1401 standards and require all subcontractors to meet the same standards

Federal and State procurement codes now encourage agencies to shift to "Best Value" procurement models to allow greater flexibility and autonomy in the procurement of goods and services. Two of the most successful procurement models are:

1. Indefinite Delivery/Indefinite Quantity (IDIQ) performance-based contracting, also known to public entities as Job Order Contracting (JOC), and
2. Cooperative Purchasing Agreements (COOP).

These two innovative forms of contracting are RHJ-JOC's core businesses. Typical projects that can be completed utilizing these two procurement models are:

Renovations
ADA, OSHA, and EPA compliance
Life safety issues Energy saving projects HVAC upgrades
Major repairs
Mechanical upsgrades
Alterations
Single trade projects such as paving, interior and exterior painting and roofing
