Federal and State procurement codes now encourage agencies to shift to "Best Value" procurement models to allow greater flexibility and autonomy in the procurement of goods and services. Two of the most successful procurement models are:
1. Indefinite Delivery/Indefinite Quantity (IDIQ) performance-based contracting, also known to public entities as Job Order Contracting (JOC), and
2. Cooperative Purchasing Agreements (COOP).
