Federal and State procurement codes now allow for and encourage agencies to utilize the option to shift from Lowest Price towards Best Value procurement methods, thus allowing greater flexibility and autonomy in the procurement of goods and services.
We’ve been very successful in marketing and securing contracts through “Best Value” procurement with other educational entities.
To quote the HCCS Board Action Item recommending the approval of our first Prime Contract dated November 24, 2003 where we were the 2nd rated firm:
“RHJ is a local small business vendor, and although it was not the highest rated firm, their civic activities within the local community are first rate.”
On December 13, 2004, FBISD Board approved the Business/Finance recommendation to enter an Inter-local Agreement with HCCS and RHJ-JOC.
To quote from the Business/Finance recommendation rational for selecting RHJ-JOC:
“Each of the construction firms we interviewed are solid companies capable of providing excellent service to the district, however we believe a contract with HCCS/RHJ, Inc. will best meet the district’s most significant objectives of obtaining quality work for the best value possible and utilizing MWBE and local businesses when possible.”
