How can any governmental agency implement a Cooperative Job Order Contracting (JOC) Program?

 
Any agency may obtain JOC services under a Cooperative JOC Program by initiating the following:
Adopt a Board Resolution to enter into an Inter-local Agreement
Identify items (services) to be performed under JOC contract
Enter into a direct contract with the JOC contractor
 
The selection of a Cooperative initiative is often times driven by highly motivated entities, because it also allows them to address facilities infrastructure and building maintenance needs in real time. The expediency of a COOP “closes the procurement process gap” and allows the administrative staff to focus on core initiatives not logistics.
