Cooperative purchasing has been utilized in public procurement for several
years to gain economies of scale. Cooperative Purchasing Agreements
(COOP) are also referred to as Interlocal Agreements/Contracts. Any local or
governmental agency can sign an Interlocal Agreement with an agency who
has an existing Job Order Contract (JOC) in place and have access to that
agency’s resources.
