Job Order Contracting (JOC) was devised by the military in the 1980’s as a
way to overcome problems with the traditional Design/Bid/Build (DBB) method.

A JOC contract is typically the result of a competitively bid process. The
contracted price coefficient is then applied to all labor and materials line items
necessary for each job to arrive at a firm price for all work order issuances.

One advantage of using RHJ-JOC for Job Order Contracting is that you have an on-call contractor to perform
unlimited projects, thereby eliminating the need for multiple RFPs or IFBs
